COST supports the formation of networks in all fields of science and technology in Europe and worldwide. As part of an ongoing call for proposals, participants from at least 7 different COST member states (at least 50% of them ITC partners) can submit funding applications on a common research topic.

COST is a thematically open funding program. COST campaigns from all fields of science and technology are supported, often with an interdisciplinary and / or intersectoral approach.
38 European countries (including all 28 EU member states) and one cooperating country (Israel) as well as research institutions from so-called "Near Neighboring Countries" (NNC) and "International Partner Countries" (IPC) are available as partners.
COST places a focus on "inclusiveness", that is, the integration of countries from so-called "inclusiveness target countries" (ITC; countries with low research activity). Also important is the integration of industry (primarily SMEs), young scientists (ECI - Early Career Investigators), as well as a geographical balance and gender balance.
A minimum number of 50% ITC partners in the application phase is mandatory.
